Monroe County School District's Keys to Success!
 
21st Century Community Learning Centers are federally funded afterschool and summer programs offered at no cost to participants. Keys to Success is the name of the Monroe County School District afterschool and summer program. Called 21st Century KTS, these programs provide support to students at risk of failing or falling behind in school. The program goals are to increase academic performance, enrich personal development and enhance family involvement in student learning.
 
There are six 21st Century KTS objectives:
  •  To have 70% of regularly participating students improve to a satisfactory grade* in English Language Arts/Writing.
  •  To have 70% of regularly participating students improve to a satisfactory grade* in Mathematics.
  •  To have 70% of regularly participating students improve to a satisfactory grade* in Science.
  •  To have 70% of regularly participating students maintain high performance or improve their physical fitness as measured by pre- and post-assessments.
  •  To have 70% of regularly participating students demonstrate effective decision-making skills as measured by completed project based learning module.
  • To have 70% of participating family members improve their knowledge of parenting skills as measured by pre- and post-assessments.
* Success criterion: Maintain an A/B grade or improve from a D/F grad to a C grade; or a C grade to a B grade or higher.

21st Century KTS offers an array of afterschool and summer activities designed to achieve these objectives. They include homework help, remedial education, personal enrichment, and a range of family-centered activities that promote parental involvement and family literacy.

Programs are designed and developed using principles of effectiveness. This means program activities are scientifically researched and based on objective data that demonstrate their need and their effectiveness. For instance research shows that students readily engage with academic subjects and remember what they learn when they’re engaged in a Project Based Learning environment that both increases knowledge and develops personal skills. Therefore many of  the program's academic activities incorporate PBL learning strategies.

In addition to using PBL learning strategies, student performance is regularly measured through academic grades and state standardized assessments. In that way program effectiveness is directly linked to student performances.  Having a strong evaluation plan ensures continuous progress toward 21st Century KTS goals and objectives, and  MCSD has retained EduMatrix as the external grant evaluator for making these assessments.

As part of the evaluation process EduMatrix works with the program's project coordinator and school site coordinators throughout the year to provide feedback on program performance; while mid-year and end-of-year reports offer a quantitative and qualitative look at program achievements.

Program Advisory Boards and community partners are a major part of the 21st Century KTS support team.  Comprised of parents, staff and community members, advisory boards offer input and advice on a range of program topics; while community partners lend their support as consultants, volunteers, and service providers.
 

While the benefits of 21st Century KTS are felt most by the students and family members enrolled in the program, it's the community as a whole that  benefits from the program.
